Negative income balance keeps going up and down

I've had negative income for several weeks and have steadily worked on it.  I got it down from over 60 million to 12 + million.  My problem is that the total negative amount keeps changing and I have only bought properties to raise my income.  I don't want to spend all my time trying to get out of the negative nor do I want to keep seeing my balance changing.
