Opponent selection in HnR is determined by the average level of the top five players in your gang. This calculation, known as HR Level, ensures you are matched against gangs of similar capability.
Strategically, this means recruiting and leveling must be balanced. If your top players level too quickly while others remain low, your gang may be placed against tougher opponents, making teamwork even more important. Smart gangs manage their HR levels to optimize matchmaking.
