i agree commanders is based on player level BUT if a player is lvl.10 he/she had 10 commanders to allocate NOT 10 commanders EVERY division (army/navy/etc.)
this feature will make a diversity among players (although i'm not sure if this game is a rock-paper-shotgun style) also a player with less friends had a better chance to win in a battle
if someone is lvl.100 he/she have 500 friends to filling his/her commanders, meaning less enemy we could make and how many people are playing this game? at certain point if everyone 'have' everybody there'll b no more wars (which is a good thing in real life)
