Randomness with strike list

A lot of players use the strike list as a mechanism for cash transfers. Obviously, these players should be executed but that might be beyond your scope. Instead could you inject randomness into the timing between when a strike is commissioned and seen? The randomness should vary between player to player such that if I am player A, listing to transfer to player B, player C and D might see the listing in minute one while player B might not see it for several minutes. Then again, the randomness might allow player B to see it right away. This will increase the ability for other players to steal the transfer and will increase play fun.
